Per PHMSA’s rule for evaluating state damage prevention and excavation enforcement programs (July 13th, 2015), PHMSA has evaluated eight damage prevention programs and deemed five states (Alaska, Colorado, Mississippi, Montana and West Virginia) inadequate to the standards of the new rule. Thus, PHMSA can enforce excavation enforcement programs in those states.
